The 31-year-old from the team Israel-Premier Tech won after 178.5 kilometres from Carcassonne to Foix after a long solo ride and ensured the first success for a Canadian in 34 years.
Second place was secured in the sprint of a group of three by Frenchman Valentin Madouas (Groupama-FDJ). Houle's compatriot and team-mate Michael Woods came third. Simon Geschke (Cofidis) finished eighth and secured the mountain jersey for the eighth time in a row. The Berlin-born rider (36) collected a further twelve points for this classification.
The yellow jersey was defended by the Dane Jonas Vingegaard (Jumbo-Visma) was successful. The 25-year-old is still 2:22 minutes ahead of defending champion Tadej Pogacar (UAE Team Emirates), who was unsuccessful with several attacks.
For two Germans, however, the tour is over: Lennard Kämna (Bora-Hansgrohe) rose no longer on the bike because of a coldGeschke's team-mate Maximilian Walscheid, on the other hand, had to withdraw from the race due to a positive corona test. This means that only seven of the original nine German professional cyclists are still in the race.
The Tour continues on Wednesday with the fourth mountain finish, when the finish of the 17th stage in Peyragudes at an altitude of 1580 metres. This was followed one day later by a Another mountain finish in Hautacam.
